Russia is quickly turning into that annoying little brother that wants to be noticed.
The difference being that this little brother is loaded with nukes and can start a war.
To that very point, it has been reported that Putin tested his “superweapon” this weekend, only it did not go as planned.

Russia reportedly used backchannels to let the United States know it was doing a SARMAT missile test and there was no danger of an attack.
The missile has been dubbed SATAN II.
It can reportedly hold 15 nuclear warheads and hypersonic munitions.
The test apparently did not go well, as Putin never referenced the test when he did his state of the nation address.
Successful or not, Russia has been getting a bit rammy as of late.
In the space of two days, Russia had a total of eight aircraft approach our Alaskan border.
On both occasions, we sent fighter jets to intercept them without incident.
Now, this does normally happen a few times a year, the difference being that we rarely have this combination of incidents occur so close together.
It does appear that Russia is testing us and our response times, but the question is, why?
